4/20: Time to Have Fun


April 20th is a special day for millions of people around the world, the unofficial "holiday" for marijuana smokers.
Many people mark April 20th, especially at 4:20 pm, with a toke. Some people will mark the day and the occasion with close friends. Others, in cities like Santa Cruz or Boulder, will be part of gatherings of thousands of people to celebrate the occasion. Both the intimate and mass gatherings are fun. It is special to be with a small group smoking a joint: the laughing, discussing, playing and chilling. It is also exhilarating being with thousands of others, all smoking, usually at a beautiful outdoor spot, often with some music.
On 4/20, in certain towns there is an open truce. The police allow the 4/20 gatherings to happen and are reluctant to arrest people. It is worth noting that at these mass gatherings of hundreds or thousands of people smoking marijuana, there is none of the rowdiness or violence that we often see at alcohol-fueled gatherings.

In addition to the good times, 4/20 is also a time where many people feel free to be open about their marijuana use. There is still stigma and real fear that you may get arrested or lose your job for smoking marijuana. The power-in-numbers, celebratory feel of 4/20 allows people to enjoy their marijuana in the open and with friends and see that there are more of us than we realize.
This is significant because many marijuana smokers don't feel comfortable admitting to the world that they use marijuana -- and this is one reason why marijuana is still illegal and almost a million people get arrested for it every year.
While I appreciate the good times on 4/20 as much as the next toker, I would like to put out a challenge: We need YOU to help end marijuana prohibition.
While many people associate marijuana with fun times, it also happens to be at the epicenter of a catastrophic war on drugs that is destroying as many lives as ever. If the current rate holds, more than 760,000 people in the U.S. will be arrested for just possessing a small amount of marijuana in 2011 -- twice the amount of marijuana possession arrests as in the 1980s. Once you're arrested, even for just a small amount of marijuana, you can lose much more than just your freedom -- you can lose your job, financial aid, housing, and even custody of your children.
Sometimes it might feel like marijuana is already legal -- but it isn't, especially if you're black or Latino. Nationally, in virtually every town and city, marijuana arrests reveal stark racial disparities. In 2010, 86 percent of those charged for marijuana possession in New York were black or Latino, even though these groups represent only about half of the city's population. Is this because blacks and Latinos are more likely to use or sell drugs? Not at all -- contrary to myths perpetuated in the media, the government's own data shows that white people are just as likely to use or sell marijuana as black or Latino people. Marijuana use doesn't discriminate, but our marijuana policies do.
In addition to the lives harmed by arrests and incarceration, there are enormous economic costs. The war on drugs costs the government at least $51 billion every year at the state and federal level. And that's not counting costs at the local level. For instance, according to a recent DPA report, New York City alone spent $75 million dollars arresting more than 50,000 people for marijuana possession in 2010.
The harms of marijuana prohibition are even more devastating to our neighbors to the South. In Mexico, more than 37,000 people have been killed since President Calderon declared war on the drug cartels, who make about half their profits in the marijuana business. It is not marijuana itself that causes violence on U.S. streets or the bloody war in Mexico -- it is the policy of marijuana prohibition.

This June will mark the 40th anniversary of Richard Nixon launching the war on drugs. The Drug Policy Alliance will be teaming up with organizations across the country to protest this disgraceful anniversary in cities and towns across the country.
I hope everyone has a good time on 4/20. And I hope you join the movement to end marijuana prohibition. This war on marijuana -- and the people who use it -- needs to end!

What 420 Mean ?
First, what "420" doesn't mean:
• 420 isn't the number of a bill in U.S. Congress to legalize pot, despite many people thinking it is.
• 420 isn't the police or penal code for marijuana possession in California (or any other state), though many people believe that, as well.
• Nor is 420 is the number of chemical compounds in cannabis, the pot plant, though many authors seem fond of stating so.
What 420 is, whether expressed in the form 4:20 (as a time of day), 4/20 (as a calendar date), or just the unadorned numeral (pronounced "four-twenty"), is a universal symbol for the use and appreciation of marijuana. In fact, 4/20 (April 20) has come to be known in certain circles as "Marijuana Appreciation Day."
'420' origin and history
Notwithstanding the many and various urban legends that have grown up about the meaning of "420" and its connection with marijuana, the true story behind it is surprisingly prosaic. In the early 1970s a small group of hippie stoners at San Rafael High School in northern California used to meet at a designated location every day to smoke pot at 4:20 p.m. They did this so regularly that among members of the group "420" became a general euphemism for lighting up.
The catchphrase spread beyond their immediate circle, beyond the high school they attended, and ultimately beyond California, so that within a decade or two pot smokers were using it across the country and indeed the world over.
How popular is the expression today? A Google search on the paired terms "420" and "marijuana" brings up more than 6 million results, including a link to the website of 420 Magazine, a publication dedicated to what it refers to as "cannabis awareness."

BHEL-NTPC JV becomes headless as CMD C P Singh quits

In less than three years of its incorporation, C P Singh, Chairman and Managing Director of NTPC-BHEL joint venture, has quit amid differences with the promoters, leaving the company headless.
The joint venture -- NBPPL (NTPC BHEL Power Projects Private Limited) -- was formed in April, 2008 to jointly execute EPC (engineering, procurement and construction) contracts and manufacture and supply power equipment in India and abroad.


Considering the large capacity addition plan in the country during the 11th and 12th Five Year Plans, a need was felt to expand the domestic power equipment manufacturing capability in India and this joint venture firm was formed to cater this demand.

Sources in both camps blamed each other with the promoters (BHEL and NTPC) accusing the firm of non-performing, while CMD Singh alleging lack of support from the two PSUs.

When contacted, Singh confirmed the development and said "Yes, I have tendered my resignation unwillingly".

He, however, declined to elaborate.

Sources said that Ministry of Heavy Industries and PSUs was also not happy with the performance of NBPPL. This, however, could not be confirmed.

NBPPL, however, claimed that it achieved outstanding performance against the MoU target with the government and said this was a great success story for a JV company conceived under a new concept on public-private partnership by the government.

According to data available, NBPPL achieved a record turnover of Rs 115 crore during 2010-11 as against the target of Rs 90 crore, thus exceeding the target by 28%.

ISRO successfully launches PSLV Launch C16


The PSLV-C16 rocket launched by Indian Space Research Organisation (ISRO) from Sriharikota on Wednesday successfully injected India's latest remote sensing spacecraft Resourcesat-2 and two smaller satellites into the Earth's orbit.
Within minutes of its launch at around 10.30 am, the PSLV-C16 on its 18th mission put India's latest remote sensing spacecraft along with two other satellites into the orbit.
The launch drew more attention because it happened after two failed starts last year.
ISRO chairman Dr K Radhakrishnan said the launch was successful and congratulated the scientists for the achievement.
The 1,206 kg Resoursesat-2 is an advanced remote sensing satellite and is fitted with three high resolution cameras. It will facilitate the study and management of natural resources.
With a five-year space life, Resourcesat-2 will replace Resourcesat-1 that was launched in 2003. It is also carrying an additional payload from Canadian COMDEV.
The second satellite, the YOUTHSAT will be used for stellar and atmospheric studies. The satellite with a two-year life is carrying two Indian and one Russian payload.
PSLV-C16 also launched Singapore's X-SAT, a mini satellite that will be used for satellite-based remote sensing and onboard image processing.

Boston Marathon 2011


Joan Benoit Samuelson might have worn Bib No. 990, but there was no question she was No. 1 in the eyes of many draped along the 26.2-mile Boston Marathon course.
Running in her first Boston Marathon since 1993, the two-time former champion from Maine posted a respectable time of 2 hours, 51 minutes, 29 seconds. It wasn’t quite the result Samuelson had hoped for, but all things considered, she called the day a success.
“Coming into the race, my goal was to break 2:46, but I knew last Friday that wasn’t going to happen,” said Samuelson, who won the event in 1979 and 1983. “So all I wanted to do (yesterday) was finish and break three hours. It would have been nicer to break 2:50, but I’m really happy to have finished this 18 years after the last time I ran the race.”




Not surprisingly, the course presented more than its share of challenges to Samuelson, something she expected.
“It was hard trying to get my bearing for the 10K,” she said. “Then I started to feel pretty good, but by the end, I had nothing left. I got up over the (Heartbreak) Hill, got down into Cleveland Circle and I was just hoping to keep it under three hours.”
Samuelson was joined in the race by her 23-year old daughter Abby, who finished in 3:30:36.
Revolutionary idea
Tommy Marx looked like he ran right off the label of a Sam Adams bottle. That’s exactly the look he was going for.
“I consider myself a Sam Adams man,” said the 37-year-old Boston Collegegraduate.
Still, onlookers had several different interpretations of his 18th century getup.
“I heard all sorts of names,” he said. “Sam Adams, Paul Revere. ... Someone said ‘You’re getting medieval!’ What was the other one? Robin Hood.”
Despite running one of the most grueling races in the world, Marx didn’t have the hung-over look of someone who had just gone 26.2 miles, chomping on a piece of chewing gum and smiling as he answered questions afterward.
“I think it was sometime last season after (the New York Marathon), because I actually wore a Hawaiian shirt there,” he said of when he hatched the idea for his outfit. “So it gets you into a theme and really keeps you going.”
In the line of fire
Carl Lacroix of Rockland, Ontario had planned for some time to make his Boston Marathon debut. But when he learned that the Bruins [team stats] would be playing the Canadiens, the 29-year-old decided to go all out.
“As soon as I was coming to Boston and I saw that Montreal was playing in Boston, I knew I had to bring my Canadiens jersey and Montreal hat,” Lacroix said. “The timing was perfect for me.”

"During the hard times when I wanted to give up, or felt down, that's when I felt the courage from the people back home," Tsuchida said through a translator after winning the women's division for the fifth consecutive year in a world best and course record time of 1 hour, 34 minutes and 6 seconds, beating Jean Driscoll's 1994 time of 1:34.22. A consistent tail wind helped, she said.
Soejima, wearing a sticker on his jersey that read "Strength and Courage" in Japanese, won Boston for the second time in 1:18.50, using a final frantic surge to pass Australian Kurt Fearnley and nine-time champion Ernst Van Dyk of South Africa, who both finished in 1:18.51.
"I was thinking until my hands start bleeding, until my heart stops, I am going to try until the very end," Soejima said through a translator.

"With everything that has happened in Japan, I really wanted to try hard this year, especially to finish in Boston and do well for my country," he added later.
His victory even inspired those he beat.
"I think the country deserves as much good news as possible," Fearnley said.
Japan's feel good day continued across town at Fenway Park, where pitcher Daisuke Matsuzaka gave up just one hit in seven innings to help the Boston Red Sox beat the Toronto Blue Jays 9-1.
Americans Shirley Reilly and Christina Ripp were second and third in the women's race, within a second of each other, but nearly seven minutes behind Tsuchida.
The 37-year-old Tsuchida, who lost use of her legs in a car crash when she was 17, lives in Tokyo and was affected by the gasoline and water shortages caused by the natural disasters and subsequent nuclear emergency. In fact, she was scared that she wouldn't even make it to Boston.
"I really wanted to do well for everybody ... especially everybody back home," she said.
With her training regimen interrupted, she had to travel to other parts of the country to train. At one point she even trained with Soejima, who was less affected by the disaster in his hometown of Fukuoka.
The pair got another boost when they got to Boston and made their annual visit to the Red Sox.
After the race, they held up a Japanese flag signed by the entire team, including Matsuzaka. It read "Keep trying and keep the courage Japan" along the top.
The 40-year-old Soejima trailed Van Dyk, shooting for his record 10th Boston victory, and Fearnley for nearly the entire race before making his move in the final stretch.
His hands pumping furiously, he overtook both and nipped them at the line, pumping his fist in triumph as he won Boston for the first time since 2007.
"At no point did I think I was all set," he said. "I just kept pushing with everything I had until I cut the tape," said Soejima, who lost use of his legs at age 23 in a building collapse.
He even cried at the finish, but he said he always cries at the end of races, win or lose.
His one regret was that he didn't look better. "I wish I looked cooler. I wish I had sunglasses or something," he said with a chuckle.
